Cleveland County Finance & Purchasing Department

Property Taxes

Property taxes in Cleveland County are collected by the County Tax Collector's office within the Property Tax Administration Department. Property taxes are determined by the property tax rate and the property tax value.

The property tax rate is set by elected bodies of each taxing district. For example, the Cleveland County Board of Commissioners levy the County-wide general tax rate, the County-wide School Supplemental tax rate, and the County Fire Service District tax rate. Each Town Council, and other boards for other taxing districts, sets the tax rate within their jurisdiction. As such, all property is subject to multiple taxing districts. Since taxing districts overlap, the County Tax Collector segregates the County into separate revenue units for taxing purposes. The property tax value is determined by the County Tax Assessor. Based on North Carolina General Statutes, the Cleveland County Tax Assessor reappraises all property values of real property in the County every four years. The most recent reappraisal in Cleveland County was effective January 1, 2008 for the tax year beginning July 1, 2008. The next reappraisal in Cleveland County is planned to be effective January 1, 2012 for the tax year beginning July 1, 2012. Property values of other property, including vehicles, are typically changed more frequently.
